Luc Montagnier, French virologist and 2008 Nobel Prize winner in Medicine, said that COVID-19 was artificially created in a lab by biologists due to its signature similarity to the AIDS virus.

According to European Scientist and CNews on Twitter, Montagnier did say this, but just because one world-renowned expert says something is true does not necessarily mean it is.

Many scientists dispute this claim, and the general consensus of the scientific community is that COVID-19 evolved naturally. Nevertheless, the claim was made. The claim may be incorrect, but is being taken seriously because Montagnier is actually the discoverer of HIV and thus a premier expert on the virus. Montagnier has been attacked for his opinions on other scientific issues in the past, but there does not appear to be a relationship between any other issues and this area of his expertise.

In summary, Montagnier did make this claim, but just because one world-renowned expert says something is true does not necessarily mean it is.
