The Claim

Joe Biden plans to mandate net-zero greenhouse gas emissions, meaning no windows.

Emerging story

In his Rose Garden speech on July 14, 2020, U.S. President Trump said that Joe Biden plans to “mandate net-zero carbon emissions for homes, offices and all new buildings by 2030. That basically means no windows, no nothing.”

Social media users reposted the claim, with many making jokes about it.

Misbar’s Analysis

As Misbar has already reported, President Trump made several false allegations about Democratic presidential nominee Biden at his Rose Garden speech.

One of these is that Biden and Bernie Sanders plan to mandate windowless homes, offices, and new buildings by 2030 as part of a net-zero carbon emissions plan.

However, a review of the recommendations shows that Biden and Sanders set a goal for new construction to have net-zero greenhouse gas emissions by 2030. There is nothing in the plan about a mandate, and it never mentions windows. Further research shows that windows do not determine whether or not a home, office, or other building can achieve net-zero greenhouse gas emissions.

The United Nations Intergovernmental Panel on Climate Change’s publication about buildings recommends “sufficiently insulated windows,” not no windows:

The “Combating the Climate Crisis and Pursuing Environmental Justice” section of the Biden-Sanders Unity Task Force Recommendations reads:
