The claim went viral on social media in September 2020, likely in anticipation of the upcoming U.S. Presidential election.

It is worth noting that the Secret Service did file a report, which has since destroyed it for being low quality. This is a matter of bias in journalism. This article relies upon an anonymous source and a rumor. Are they legitimate?
The Gateway Pundit is the original source, so they are worth investigating. Their website’s banner has their slogan: “We report the truth – and the leave the Russia-Collusion fairy tale to the Conspiracy media” [sic]. Suffice to say, this website is highly biased and known to be a misleading manufacturer of fake news, conspiracy theories, and hoaxes.
The author of the article, Cassandra Fairbanks, has written for the Russian-government-owned news blog Sputnik.
As she used an anonymous source, one must rely upon Fairbanks’ lack of bias and the legitimacy of the publication. After all, why would a former secret-service agent go to a small alt-right conspiracy website to divulge information? Why not the New York Times, CNN, or Fox News?
The claim is likely a hyperbolic spin off one that Biden likes to swim naked, including in front of female Secret Service agents.
However, there is no evidence indicating that Biden sexually assaulted female Secret Service agents.
