The Misbar team has determined that the claim is false. The meme being featured across social media highlights brothers Stephen Owens and R. Kevin Owens. The meme indicates that Biden’s sister and campaign manager, Valerie Biden Owens, is related to Stephen Owens, a co-founder of Staple Street Capital, an investment firm that owns 75% of Dominion Voting Systems. There is no indication of their relation, only that they share a last name, which is fairly common. Biden’s sister has three children; none are named Stephen.
With no known connection to the Biden family, Stephen D. Owens only shares a common last name with Biden’s sister. As such, we rate the claim as false.
