Former President Donald Trump didn’t leave President Joe Biden a plan to deal with the pandemic.

The claim went viral following Biden’s inauguration. Vice President Kamala Harris claimed that the Trump administration left the Biden/Harris one with no pandemic plan.
Misbar’s Analysis
Misbar's investigation found that in a conversation with Axios, Harris alleged that the Trump administration didn’t leave its successor with a coordinated strategy for the COVID-19 pandemic. She proceeded to give an account of the current administration’s pandemic strategy. Her statements were spread on social media, especially amongst liberal and leftist users.
However, Trump did, in fact, leave a plan. Despite Harris’ insistence that Trump forced the Biden administration to “start from scratch,” there’s significant evidence to show that this was not the case. For example, Dr. Anthony Fauci’s comments on January 21, 2021 show that the previous administration had a plan that to him was "not bad."
Fauci was chief medical advisor to Trump and is Biden’s current one. He said that there was indeed a plan, as shown by distribution programs as well as key ideas used in their then-current strategy. He did note that Biden has largely expanded these distribution programs, but nonetheless that there was still a plan in place.
