Sudan’s Intelligence Did Not Issue a Blacklist for Government Officials

The Claim

Sudan GIS issues a blocklist that bans some government officials from traveling abroad.

Emerging story

News websites and social media users alleged that the Sudanese General Intelligence Service (GIS) issued a blocklist that bans several government officials traveling outside the country. There was also news circulating that the Sudanese Government Official, Salah Manna, was allegedly arrested while leaving the country.

Misbar’s Analysis

Misbar investigated the claim and found it misleading. The GIS denied the allegations and explained that they do not have the power to ban officials from traveling, as defined by the Constitutional Document. However, the source behind the circulated blocklist has not been recognized yet. Consequently, the minister of cabinet affairs sent a formal letter to the GIS demanding a joint investigation on the incident.

Regarding the alleged arrest of Salah Manna, the deputy head of the National Umma Party stated that he called Salah Manna in Cairo. According to him, Manna denied media reports concerning his travel ban and confirmed that he left the VIP lounge without any friction with security authorities.
