The photo circulating online has been shared on social media with selective claims. In fact, the photo shows unfinished cabins in Zafaran Fan Village.

The photo was featured in an article about visiting Qatar for the FIFA 2022 World Cup.
Despite the fact that Bloomberg's caption stated that the project was incomplete, social media users began sharing it as World Cup guesthouses.
This aerial photo, however, does not depict the final version of the rooms that will accommodate World Cup fans.
Qatar’s World Cup Fan Accommodation Facilities
There are currently 70,000 more room nights available for fans traveling to the FIFA World Cup Qatar 2022.
Rooms can be reserved through the Qatar Accommodation Agency (QAA) website.
The Qatar Accommodation Agency has a variety of places for World Cup fans to stay during the tournament.
They provide apartments and villas, cruise ship hotels, fan villages, and hotels.
The prices and requirements for these accommodation options vary.
Zafaran Fan Village Cabins
Fan villages are located on the outskirts of Doha but are easily accessible via public transportation or ridesharing. All of the city's well-known tourist destinations and FIFA World Cup venues are easily accessible to spectators.
Fan villages have a variety of on-site facilities, as well as food and beverage outlets.
