Emerging story
Recently, social media users circulated a video claiming to document Israeli Prime Minister Benjamin Netanyahu revealing a plan to spend $19 billion to transform the Gaza Strip into settlements, with support from Germany and the United Kingdom.
Misbar’s Analysis
Misbar investigated the circulating claim and found it to be misleading. The translation provided in the video is inaccurate; Benjamin Netanyahu does not mention a plan to spend $19 billion on transforming the Gaza Strip into settlements with support from Germany and the United Kingdom. Furthermore, Misbar found no official Israeli announcement regarding the construction of settlements within the Gaza Strip during the ongoing Gaza war.
Israeli Plan To Rebuild Gaza Envelope Settlements
The video dates back to the Israeli government session held on Wednesday, April 17. At the beginning of the session, Israeli Prime Minister Benjamin Netanyahu stated that the government would approve a plan to rebuild the Gaza envelope settlements, adding that the plan would cost 19 billion shekels. This announcement followed his meeting with the foreign ministers of the United Kingdom and Germany.
This plan was unveiled after the military wing of Hamas, the Al-Qassam Brigades, launched Operation Al-Aqsa Flood on October 7, targeting settlements in the Gaza envelope and the military barracks within them.
The Gaza envelope settlements that are included in the rebuilding plan consist of about 50 settlements, home to more than 60,000 Israelis.
A New American Proposal for Governing Gaza After the War Ends
Israeli media reported on Wednesday, April 17, that U.S. President Joe Biden and a number of Arab countries are discussing a proposal to place the Gaza Strip under NATO control after the end of the ongoing Israeli war on the territory. The proposed plan opposes the continued rule of Hamas and the return of the Palestinian Authority to govern Gaza.
In the same context, Hamas rejects any proposal that would govern the Gaza Strip without its administration. Ismail Haniyeh, the leader of the movement, stated in December that any arrangements in Gaza excluding Hamas are "an illusion and a mirage." He also said in his speech that the movement is open to any discussions or initiatives that could lead to an end to the Israeli war and is striving for national unity across the West Bank and Gaza.
The Ongoing Israeli War on Gaza
The circulation of the claim coincides with the continuation of the Israeli war on the Gaza Strip, which has persisted for 195 consecutive days. According to the latest report issued by the Palestinian Ministry of Health in Gaza on Wednesday, April 17, the Israeli army committed six new massacres against families, resulting in 56 deaths and 89 injuries within just 24 hours. This brings the total casualties of the Israeli war to 33,899 Palestinians killed and 76,664 injured.
