Misbar’s Analysis

Misbar investigated the circulating video and found the claim to be misleading.

Misbar's team found that the video was posted on the YouTube channel 'DISSKOTEKA' back in August 16, 2023, titled “Footage of missile attacks on the Yuzhmash production facility in Dnepropetrovsk.”

According to the Air Force of the Armed Forces of Ukraine via their Telegram account, on August 15, 2023, the Russian military launched air and sea-based missiles against Ukraine, firing a total of at least 28 cruise missiles of various types. In Dnipro, a missile struck an industrial facility, leading to a fire. Serhiy Lysak, the head of the Dnipropetrovsk Regional Military Administration, reported that the attack occurred at 4:20 a.m. and resulted in injuries to two individuals.

Industrial Damage and Fires Reported In Dnipro

The circulation of the claim came after Russia's attack on the central Ukrainian city of Dnipro on Thursday, which damaged an industrial enterprise and caused two fires, according to regional authorities. Serhiy Lysak, the regional governor, indicated that emergency services were working to assess the consequences of the attack following a warning from Ukraine's air force about a missile threat around 7 a.m.

Dnipro Mayor Borys Filatov reported that the strike impacted a rehabilitation center, shattering windows and destroying a boiler room. Additionally, DTEK, Ukraine's largest private power generator and distributor, announced emergency power outages in Kyiv, Odesa, Dnipropetrovsk, and Donetsk regions as a result of the air alert. In response to the situation, city officials in Kyiv stated plans to cancel power cuts to households that morning.

Ukraine Claims Russian ICBM Attack

On Thursday, Ukraine reported that Russia had launched an intercontinental ballistic missile (ICBM) at its territory, purportedly designed to carry nuclear warheads. However, a U.S. official clarified that the missile used was not an ICBM but rather an "experimental" medium-range ballistic missile. In a national address later that day, Russian President Vladimir Putin confirmed the use of a new, experimental "hypersonic" medium-range non-nuclear ballistic missile called "Oreshnik" (Hazel) in the attack on Dnipro.

Tensions have escalated between Moscow and Kyiv's Western allies following Ukrainian strikes on Russian territory with Western-supplied long-range weapons on Tuesday, which received approval from Washington. U.S. President Joe Biden authorized Ukraine to fire missiles into Russian territory for the first time and announced that the U.S. would soon supply antipersonnel landmines to bolster Ukraine's defenses against Russian forces.

As Biden seeks to enhance Ukraine's military efforts in the final months of his administration, he aims to position Ukraine favorably on the battlefield before Donald Trump, who has vowed to swiftly end the conflict, takes office in January. A U.S. official emphasized that "the United States will continue to surge security assistance to Ukraine to strengthen capabilities, including air defense." Meanwhile, a British government spokesperson condemned Russia's actions as "reckless behavior," reinforcing the commitment to support Ukraine for as long as necessary.
